It's a replica of the French "frégate légère" L'Hermione of 1779, and armed with 32 12-pounder guns. She carried the Marquis de LaFayette from Rochefort to Boston, in March-April of 1780, to let the Continental Congress know that France had allied itself with the New Republic.
To my knowledge this replica will be a fully functional, sailing ship, commemorating the Old Alliance between the United States and France. Of course many modern additions and modifications will be made, such as having sails made of modern fabric, instead of cotton, the fitting of an engine etc.
