I study this kind of thing, and I have encountered exactly zero evidence to support this. I'm curious where you've heard this.

American aircraft that never left the country (i.e. training or developmental aircraft) sometimes had yellow borders but as far as I can determine there was no standard or uniformity in this matter.

I believe the "yellow border for all North Africa" idea may have come from Operation Torch when all FAA aircraft overpainted their roundels with the blue disk and star of the US, and the yellow border was the remains of the yellow border of the British roundel that wasn't covered. I think they did this so US gunners and pilots wouldn't accidently mistake their British allies for the Vichy French defenders. As far as I know, Torch was the only instance where this appeared.

The one with the yellow ring is not the only irregular insignia used by the FAA and/or RAF. In the last stages of the war in the Pacific, British aircraft had an insignia resembling the American one. At long distances, all they saw was a red circle. The new insignia was to reduce firendly fire incidents.
