Just wondering the beam on that, as it seems a tiny bit deep in hull, I'm assuming the thing with the red "eye" is a laser based CIWS?

The Newer version is around 46m long and 11m for the beam.

depends on the beam, if she is really top heavy, but if she is meant to be an destroyer or something like that it looks all but ok to me :P

Looks top heavy to me, and too low above the water line, it has also a shallow draft. The bow shape is strange for any thing but a cable layer, and that kind of ship does not need a spotting top, certainly a high one such as this ship here has.
In short, my advise is draw some real world ships before you embark on drawing own designs.
