Holy crap this isn't half bad!

A few things though immediately obvious -

1.) Incredibly awkward CIWS location
2.) Iffy implementation of Tac-length Mk 41
3.) A bit of a minor nitpick, but your SSM launchers seem a bit overly much. On the other hand, there are a lot of things about it I actually like.

ciws mounted on rotating sleeve, only way to get 360. there would be some bugs to work out, no doubt!

wasn't sure abt the poon' launchers, either

mk 41 meant to be strike length. by iffy, what do you mean? too much for the tonnage?

Ummm...lolwut? I'd much rather have VLS RAM in that case.

Yeah, I meant strike length, but yeah, the strike length especially is very deep, and requires significant structure to carry them. Tac length might be better but self-defense length is your best bet (and ESSM still has adequate range for a frigate)

What is the ship's mission set?

Just stick one aft. You've got either the Oto 76mm or the Boffors 57mm forward so youi might be able to use the mount in the CiWS roll. I like that you thought about 360° CIWS coverage.

Volume. They eat space. Check out the Mk-41 shown here to see how much it takes.

Wow. You've got potential here, but a few suggestions:
  1. Lengthen the hull 10-15 meters with a plug at the 40 meter mark.
    • Use this space for additional hanger space.
  2. Swap the VLS and the exhaust stack.
    • You might want to use the Tactical Length instead as still get to use VLA, ESSM, and SM-2, but with a True Frigate™ SM-6, SM-3, and Tomahawks probably won't be embarked. If you still want tomahawks, maybe modify the Harpoon launchers to mount them (@ 22" diameter, the 4 pixels they are now will work).
  3. With the removal of your CIWS from the mast, lower the mast five feet or so to help reduce top weight.
  4. Some railings/nets around the helicopter deck would be good.
  5. If you keep the Harpoon launchers, then put a CIWS aft of them (RAM would be a good fit with the rest of the ship).
You have a very nice base here. Much much better than most first drawings. It shows thought - like the Torpedo tubes near the hanger. I look forward

Good job, honestly much better then my first design. But the VLS launcher is seriously inside your hangar, might want to move it forward.

oops, forgot to mention telescoping hanger. vls is clear allround by about 6 feet, hanger is in retracted position. i designed the ship around the 48 cell mk41/telscop hanger combo, note tracks for hanger on flight deck. cable/strut hand "rails" folded into deck around deck edges, pulled up by the ends and locked when personnel on flightdeck. admit Toms and sm2's are a stretch on a vessel this size, but smaller nations would be willing to pay for big boy firepower on a ship (more likely ships [$!]) they could afford. despite its size, she's meant as a GP warship. IF its doable that is.

wasn't aware rams could track targets being vert launched. they have stinger IR seekers with directional passive radar recievers to queue them on to their target's active emissions. the ship informs them of the band and freq before launch.

Overall, John Goodman packed into a speedo? Maybe, but just try to get THAT image out of your head.

And i like the idea you put in here.

Steel is cheep, and with small ships, the ability to have a hanger and a landing pad is good. If you want to keep your Tomahawks, you really do need to make the hull longer. Plus as I noted, your Harpoon launchers look big enough to mount Tomahawks which would let you go down to Tactical length VLS (where you can mount VLA, SM-2, ESSM, and if you do the R&D, maybe VLH(arpoon)).

IIRC RAM Mk. 2 and higher can.

Here, take a gander at my Mk-41 sheet:
