The heavy cruisers Almirante Brown and Veinticinco de Mayo of Argentina use it that way in her origins. But I'm not sure where tu put it, or at least where to put the aircraft.
Italian ships did`t have to take extreme weather into consideration. Argentinas coast line is in the south Atlantic, which is renowned for its bad weather. The Mediterranean isn`t.
